It's a simple Word-File as can be seen by it's extension...

And if you don't have Word, you definitely have Wordpad on your
Windows. (That's ALWAYS installed) With that you can open it, too...
AAnd if THAT fails, well, try right-clicking on the filename and then
choosing Quickview....
