I don't post often, but I can tell you what happened and answer both questions... more or less.

For the Skunked websites (one I liked to go to), it was pretty much shut down, I think due to lack of intrest in the creators of the site, or something like that. If the site says it's under construction or something, that's new to me, because as fas as I knew, they shut that thing down like a year ago.

As for Fatalis, an amazing artist, in my opinion, one of the best I've found, before Skunked fell, he took all his stuff and put it on Jab's Archives (www.jabarchives.com). Up to recently, this site had vanished without a trace for no reason. Recently, however, it has returned and they are working on ressurecting it. I think it was some sort of error with the site or lack of funds to keep it open, I'm not sure. I'm awaiting it's return at the end of the year, as it says on the page linked above in the paragraph. There were other good and/or fairly well-known artists on that site, including the main one, "Jab". The other ones that I liked were Joe Randel, Desiree Lee, Darkmatter, A.G.I., Fatalis (duh) and TDK. Another well-known one was Kthnaid. Anyways, I don't know if any of them will be making a reappearance or not on the new site, except 'Jab'.

Now, I know some places to find the works of some of these artists. Fatalis has a group on Yahoo, but as far as I know, he hasn't updated. I think it is http://groups.yahoo.com/group/Fatalis/ . I think Joe Randel and TDK also have groups in Yahoo and I've seen some of Desiree Lee's stuff... well, in this group. I don't know about Darkmatter having a site on yahoo groups, but I have found he has a site at http://www.romuz.com . I hope that all helps.
