It is to do with security and to stop (slow down?) people
laundering money via Pay Pal. Since having a registered US
based user (you can't receive from credit card payment
unless you are fully registered and can only do that if you
live in the USA) allows you to receive funds from all over
the world, it is fair enough that Pay Pal want to ensure
their accountability is okay and not just taking money and
sending it 'somewhere'.
The tax department probably already knows these details and
it is probably just to try and prevent tax evasion and
similar. It is none of my business how anyone choses to
manange their financial matters, so we'll just have to live
with whatever system Jim decides to implement for payment.
It's just a bother that I've tried to use a system Jim has
decided not to facilitate. *shrugs*
As you've read above, Jim is a fairly private person
(again, his choice). If someone asked you the questions
sine were asking regarding relationships etc (especially if
you are having a rough time) would you blab the answer to
everyone on the internet? If you wouldn't stand up in
front of a crowd of people with a megaphone and ask this
question (effectively what a group does!), then it is
probably inappropriate to ask!
Jim is good enough to share his time, artwork and some
glimpses into his life with us; let's at least show him
some respect.
Remember! Don't fight the system, learn and use the
system!
