One thing is that current real-time engines like the Unreal engine aren't
really good at doing detailed animation. Facial animation is crude at best,
actual character interaction is extremely difficult to do even in
pre-rendered CG, and they are just reaching the point where things like fur
is possible. Having intimate cut-scenes with the characters getting 'busy'
would probably look terrible using an engine like Unreal, or any real-time
rendering engine. As for making movies, the engine isn't robust enough for
that. It wasn't made to handle the level of complexity of a pre-rendered
character. I'm no 3D artist, but I do know that movie, or Pixar, level
models are far more complex than any a game employs. Not to mention things
like shaders.
For a game that's mostly a peep show, I'd personally prefer a more hentai
styled 2D game; with the reward being 2D images or perhaps simple
animations. That would be preferable to the very crude level that in-game
cut-scenes would achieve. Pre-rendered work might be getting to the point
where it could work, but high level CG is very difficult and time consuming.
And that's just the modeling. Animation is a whole nother ball of wax.

It could be an adventure game, where you play various characters to get
a common goal completed.
Or it can be an explore-and-watch kid of game, like a bunch of
cutscenes with maps in between, and you can do various things to score
some climaxes... sorta like a furry version of Liesure Suit Larry.
Ocher could be trying to woo Violet, and you help him and the other
characters to do things to get to that common goal.
