No, but vets do require licenses from the government, and have to pass
inspections on a regular basis. I'm sure if such charitable policies could
be made into some kind of economically sound tax-break many vets would be
interested too. A charity lending it's support and campaign contributions
(like the ASPCA - assuming them make them) wouldn't hurt either.
