I would think that the wings would be attached on the
shoulder blades, by a sort of ball-joint, like the hip
or the shoulder itself. But then, the type of dragon
I'm thinking of is the kind that has hind legs,
forelegs/forepaws, and the wings being a seperate
thing.

If I can find it, there was an interesting Dragon in
Monster Rancher 4 called the Diaboros, which was
completely skeletal, and shows just where the joints
attach, and how... if I can get a pic of it, or
whatever, maybe that'll help?
