Second line: As written phonetically (according to Romanian pronunciation)
Third line: An attempt to write it as we might say it (put your own syllabic
stress on it)
This is not to say that I'm correct, however. :p

P.S. The 'little squiggle' is a cedilla, the 'little v' is a caron, and the
'triangle' is a circumflex.
