Well as covered in Cathouse, set during the Man-Kzin war period (and published in two parts in the collected short story novels set during those periods), the female kzinti were originally as sentient as the males, but the males, feeling threatened by that, selectively bred their females back into non-sentience.

Subject: [SkunkworksAMA] How about a change of pace
How many of us have read the Larry Niven "Man-Kzin
Wars" novels? (has this be covered before I joined?)
Now that is furry. Even though having unintelligent
female makes it
hard to understand how their society evolved. And it
surely cuts down on the chances to see their females
in the stories.
And if I remember correctly they even got
permission to use the Kzin in one animated star trek
show. But I remember them butchering the Kzin, making
them look like wet dogs, not the "hard body, six
pack, lion maned, predators they are in the stories.
