No, as it tends to either damage your paintwork or makes
the magnet permanent, defeating the point of the exercise.

You could use a piece of tape to seal the edge, but it
would probably look pretty cheap and chatty.

Fuel tanks aren't sealed - they have breathers. And the
linear expansivity of the metal tank isn't much. Most
automotive paints handle this pretty well.

The eurothane based paints are very enduring - great for
clear coating over a basecoat paintjob.
There are vinyl sticker sheets that can be painted meaning
you can get someone to spray the artwork and you can
subsequently apply them to what ever you like and clear
coat over the top to improve longevity.
Best thing to use for doing car graphics is two-pack
basecoat WITHOUT that hardener added. The hardener is most
of the part the messes you up (old two-pack used
iso-cyanates, that are not always required for modern two
pack). Because you are only applying thin layers of
colour, when you apply the clear over the top, the hardener
in the clear will set the basecoat. Or any good clear will
seal and bind (even the high shine acrylic clears are not
far behind the two-pac in shine and endurance) the art.
Basecoats have the punchiest colours, least fade and best
blending and opacity, though are also the most expensive.
You get what you pay for...
Reminds me - I've got to do the artwork on my ute bonnet...
Yet another 'to do'. I think I'll finish putting the
front axle back together first.... >_<
