Point of order:
"INSIDE WIRING" - Customer's responsibility
"OUTSIDE WIRING" - Phone Comp's responsibility
The way to tell which part is what is to find the "Demark Box" - a
plastic enclosure where the phone line comes from the pole, into it, and
out to the house; usually it's bolted to the house. When you open it up,
you'll have a test port in it, looks like a common telephone jack (which
is exactly what it is). Disconnect the wires that feed the house (Just
loosen the nuts and pull the wires off), plug a corded phone into that
jack and see if the Snap - Crackle - Pop (tm) is still there. If it is,
it won't cost you a red cent - the phone comp HAS to fix it. (If not,
then it'll be your own dollar to fix.)
Best of luck.. we're pullin' for you.

You know, I used to think it was awful that life was so unfair. Then I
thought, wouldn't it be much worse if life were fair, and all the
terrible things that happen to us come because we actually deserve them?
So, now I take great comfort in the general hostility and unfairness of
the universe.
