Well, take into account the fact that most of what comes over as
"anime" here are just TV series in Japan. I bet if you took 100 TV
shows that are on US television during any one particular day, 90 of
them would be pretty crappy and boring too.

Princess Mononoke
Spirited Away
Howl's Moving Castle
Grave of the Fireflies
 
 
I'd like to add a short list of more current stuff I like:
 
Kiddy Grade
L/R
Heat Guy J
 
 
Those are really good. L/R in particualr seems to steer away from most anime conventions espically in regard to character design. I really like it!
