Well, no one would animate entirely on ones. At least, no sane
person. Besides being a horrendous amount of work it tends to make
the animation seen too jittery. Often animating on twos and threes
looks better if there isn't a lot of motion happening. However, it is
a tremendous amount of work not to mention an art form unto itself.
Solo projects have been done, look at Windsor McCay's work, but even
very basic budget anime type animation is very labor intensive.

Nor is CGI really up to the task. At least not yet. A pity really,
but perhaps technology will eventually catch up with the problem and
it will become reasonable to create such an animation with just one
or two people.
