This thing about equipment being supplied by the lowest bidder, is
incorrect. Actually, most pieces of equipment end up being selected thru
pork-barrel legislation that gets around bidding altogether. Sometimes some
cursory ‘competition’ takes place, where everyone knows the results ahead of
time. Sometimes the bidding is superceded by ‘vital national interest’,
like keeping Boeing from going bankrupt.
