Well, yes, in comics, the artists tend to stick to those
proportions. In RL, however, very muscular females have decreased
bustlines. This is because the breasts are composed of fatty tissue
(and other things), and fat is eliminated when muscle mass is
increased. A few years ago, when Des was very much into the
whole "workout routine", her chest size decreased while her muscular
bulk increased.
As such, I'm trying to steer clear of the aforementioned comic-book
proportions (even though the Caterwaul characters are in a comic) in an
effort to increase the realism of the comic. Once I post one of the
pages from the new version, folks should be able to see the huge
difference in style between the two books.

True, I must agree with you on this. But are you talking about human
females, or anthropomorphic females?
For example, the skunks technically have a patch of fur atop their
heads, running from the forehead to a point between the shoulder
blades, a little below the neckline, which is often allowed to grow
long and restyled into a "haircut". Natasha's "long hair" actually
runs from her forehead to her shoulder blades. By comparison, Veronika
keeps her fur short (as does Leila), so as a result it blends in more
with the surrounding fur, making it appear as if they have
no "hairstyle".
As soon as my stupid wireless hub, or whatever the hell it's called,
is fixed, I'll upload a sketch of what I'm talking about. In the
meantime, I'm having to use an _old_ computer with a malfunctioning cd
drive; hence, the lack of art posts lately. :/
