There are several people who make very good wolf-tails. Most of the fursuit makes also can make them - MIxed Candy comes to mind right off the top of my head, but there are others.
As far as stores, the only tails I've ever been able to find outside of Halloween time, have been adult novelty ones.
You -might- be able to find a good werewolf tail at a halloween or costume shop around this time of year.
