Yahoo implemented download control a long time ago, and did it
incorrectly: they issue 404s (content not found) instead of 403s
(permission denied). When your account goes over its hourly download
limit, you get a 404 until the next hour (I suspect - but haven't
proven - that accounts use an increment/decrement system that
decrements by a set amount when you attempt a download at a time after
the hour changes, but increments by the size of each file downloaded).
When the group goes over its daily download limit, you get a 404 until
the next day, when the group's download size total is reset. Yahoo
Group file links also change hourly (explaining all that nonsense
before the filename in the download URL), to prevent people outside
the list from linking to a file (a file link is scanned for group,
then redirected by an http 302 or 303 response - I haven't checked
which - to the temporary URL).
