Only in a vector file format. PNG, BMP, GIF, JPEG, TIFF, and many
others are raster-only. Meaning pixel-based instead of line-based.
Meaning trying to enlarge pixels to make text clearer only works if
you have a magic magnifier. You have to have a higher-resolution
picture, meaning more pixels.
