In the world history I had typed up for the Skunkworks site, it
details a period of time in which the population had to be strictly
limited (parents could only have a set number of offspring). This
rule was enacted due to overpopulation and thinning resources.

Also, the rules of society in their world are quite different from
those in our world. I'm looking forward to getting the site online so
the information can be made more accessible to the public.
