I can't get the D***ed site to send a notice to the group

Every time I put a new file in the fanfic section, it doesn't let me send out a notice like everyone else's saying that there was a new file added. Can anyone help me with that?

BTW while I'm on the subject, California madness 3 is posted. Hope you guys like it.
