I can only make a general comment, since I'm not Jim and although have similar thoughts on many things, can't read his mind!

It is good that you are asking permission - quite a few out there tend to try and commission work using copyrighted or worse, trademarked, characters from other artists, who will usually want permission from the rights holder, or will often just say 'no' due to complexities and possibilities of issues.

Fanart is intended that an artist is 'giving' the picture to the rights holder, hence is donating their work to the person who holds the rights as a tribute.

Getting someone to draw a character that neither of you have rights to for payment and neither the funds nor the finished work is going to the rights holder (or being done on their behalf for promotion, etc), is likely to create issues.

In the simple: If Jim says it is okay for other people to draw his characters for you, then no problem!

On a side note; from the By The Tail crew, I like Trixie and Dixie for their unabashed, yokel style attitudes. The 'chili cookup' is still one of my favorites.
