Regardless of what Glen Wooten claims, failure to enforce cannot cost you your
copyright.
The only thing you can lose due to inaction is the right to sue a particular
violator for a particular violation. But that is an element of tort law in
general: The principal of acceptance, if you know about a tort against you,
and do nothing about it for long enough, then you have granted permission for
that particular tort. The time period varies by jurisdiction, and what you
need to do is rather minimal, (the classic example is that yelling 'gitoffa
my lawn' is enough to reset the clock on a recurring trespass).
