The 38 part is what is called the 'back size'. Not entirely true in regard to back sizing will describe the 'hour glass figure' and the letter will give an indication of how much is up front as a proportion. If you think of the chest-waist-hips as describing the figure, then the addition of height and cup sizing will give you a fair (but by no means fool-proof) indication of body shapes.

Though it can be calculated - the chart is usually to save on maths. But the cup size does not indicate a fixed volume, as they are based on a ratio, so someone with a 30D will have substantially less up front than someone who is a 38D. An interesting comparison:
