The interesting thing is outfits (uniforms?) like that could serve as light body armor as there is serious research going into ballistic reactive fabrics. Then again, we are talking about an advanced society, so I could see this as a common, though somewhat expensive, item throughout their world.
Although the fabric isn't very cut resistant, so I choose to hang out with the panda cutie! :)
There is no such thing as a dream that you cannot obtain.
You may have to work for it, however.
