Actually, fur-bearing sapient beings would not wear anything that was skintight. Instead, they would wear clothing that is both loose-fitting and made from either satin or silk (or lined with said materials).
Furthermore, issues of clothing would have more to do with the funtionality of their pelts. Does their fur make them resistant to the cold? If so, then they are going to have even less regard for clothing than those whose pelts are not.
Another factor is their pelt's natural colorations. Are they of one solid color or do they have more than one color? One solid color means their pelt will appear boring to look at, causing them to have little interest in showing a lot of it (unless they're willing to dye patterns into it) and a greater incentive for fashion. A naturally multicolored pelt means a more interesting pelt pattern, inciting a greater willingness to show more of it and less incentive for fashion.
