Well, the Skunkworks and Caterwaul stuff is all on the same planet; Skunkworks is a studio in Florida and Caterwaul is an off-the-grid bounty hunter group.
As for a number? I'd say they're closer to what our world population was about 300 years ago, probably in the 6 hundred to 7 hundred million range. Many years earlier, they had begun to approach dangerous numbers due to overpopulation, but a massive war and government limitations on offspring helped prevent the situation our species is having to deal with now (too many damn people!).
They have much more wilderness and more open range areas than we do.
