I remember reading a science-fiction story along those lines several years ago called "Meanwhile". It was set far in the future on Earth, with the women living on land and the men under the oceans. Neither knew that the other actually existed outside of fiction. I can't remember who wrote it, though, and Google is no help trying to find more info.
