You mean the same ethics that keep people in check (so to speak) from randomly
hurting, maiming, and killing others either individually or en mass because they
can or want to by whatever means they have available?  Just like the Joker to
just watch the city burn.

If it weren't for stupid ethics, there'd be sooo much possible to do at this
very moment already... Wish it'd be legal to have human testsubjects. Or unborn
children, since those yield far better results. n_n
