Penance is currently stuck in the Caterwaul/Skunkworks world, yes. Because she is physically existing in that realm, she isn't able to travel to other realms anymore. The appearances of Penance, Molly, the skunks, Desiree, etcetera, in the CnC strips were definitely non-canon. They were just put in there for humor or fun little cameos. No humans exist in the Caterwaul world anymore, so even the old Skunkworks comics featuring humans (and Jim) should be viewed as non-canon.
