The governments in the Caterwaul world are actually run by the people, who have the ability to boot anyone out of office if they fail to strive for the greater good.  Politicians and authority figures have the same rights and limitations as any civilian, and there is even a mention in the first story concerning a group of Congressional members who were put on trial, found guilty, and executed due to their involvement in criminal activity that would have harmed a large portion of the population.

These aren't humans, so they don't necessarily behave like humans.  Whereas humans thrive on conflict, inequality, greed and power, most of the people in the Caterwaul world are fairly content to go along WITH nature, rather than continue to butt heads with it in a vain attempt to appear superior.  There are groups of people who seek to overthrow certain government factions if they can get enough people behind them.  Oh, and let's not forget the few remaining religious cults that still exist (in a world where religion was pretty much wiped off the face of the planet nearly 1800 years prior).

There are large areas where there is no thriving population, but that is likely due to lower population numbers in general.  Plus, there are a lot of folks who are of different species, yet they get married, which results in a zero population increase since dissimilar species cannot reproduce.  I used a lot of the harsher rules of nature when creating their societies, so some things may seem a little shocking to readers.
