For those with a life, we check mail occasionally, so real time moderation would totally not happen. Pretty much rules Telegram and that style of platform out on this aspect alone.
Mail can be put off until convenient - if you check it more than four times a day (or have the notifier running), you are neither working efficiently nor effectively.

Note that chat, messenger, etc do not feature! They are too slow, not well thought out and get in the way of doing other things.

Mail also has the advantage of being accessible from any platform, where as many 'chat' style forums have more limited platforms. The quality of what is posted seems to be lower with 'chat'; generally (I use this term loosely) people put a little more effort into email, though many people don't seem to bother to read carefully or do a web search before hitting reply. :-/ My favorite animation regarding any chat forum:

Making the entire group public so it could be copied is not possible from what I am aware - you need to log in. Just the conditions regarding membership alter and how the group is listed in directories.
The suggestion of Groups.io seems promising. Welcome to Groups.io!
It appears to have all the functionality of Y!, plus better filtering, tracking, tagging, archiving and file storage.
Groups.IO is able to migrate Y! groups, so this gives hope for being able to move all the messages, files and everything else! So in that regard, is the best option that has been presented so far. Preserving what we have (particularly JMH posts) and receiving notifications about updates I believe are the two primary objectives.

But you have to remember, the email-based chat groups like Yahoo have gone the way of the 5in floppy.
Telegram is more like AIM (for the older folks like Scrapper), where people chat in real time. Thus, real time moderation is important (this is true of Discord and Facebook as well).
Telegram is still the best choice, in my opinion, but it's not as slow (and thus easier to catch up on) as older message boards.
