If you actually look up the list of available grants, you will quickly
discover that the grants are for VERY specialized purposes. So if you can
write up a proposal and then CARRY OUT said proposal with the grant money,
then you are free and set. The government gets kinda ticked off at you if
you get a grant to "Study environmental impact of soda cans in the Los
Angeles River" and don't have that study done when they come asking. If you
can find a generalized grant that will allow you to do just whatever the
heck you want with it, I'd be quite surprised.
