I Have also heard groups are closed for these reasons:
1. There are under aged / unlisted age members in the member directory of the group. (only applies for adult groups obviously)
2. The moderators do not check new users ages.

BTW: Just looked through the member directory of this group and some people are listing they are under 18! I only had to get to the second page of the member list to learn this :O
