No, the Highest Office Arnorld could be elected to is Senator.
And the Recall, IMHO, is just more Californian Political-Circusing
that the rest of the Country typically ignores. Californians tend to think
too highly of themselves, while the majority of Political Influences on the
country, voting, Case Laws, etc, mostly stem from the Colonial states,
Texas, and a few Southern States.
