Actually, you've mis-linked the clauses. You either must
1) be an natural born citizen, or
2) have been a citizen at the time of adoption of the constitution, which is
to say, in 1776.
There's really never been any debate about this in Constitutional law
circles, so no, Arnie can't be President.
