That would almost invariably be an ISP error, and you should attempt to
contact them for assistance. Be awrae however that if you ended up with a
virus, trojan, or spyware package that dropped itself into your networking
stack, you could have trouble there as well.
Jim, some bits of information to look at:
When you are connected, pull up a DOS prompt (Start, Run..., "cmd" and
press enter), then type "ipconfig /all" and hit enter. The results of that
are informative for troubleshooting.
