I think the limp-wristed whiners and stupid politicians with the legal department had alot to do with that.

Most people are too busy recording an event with their damn cell phones, so they can later post it on YouTube. If I ever happen to be lucky enough to see someone doing that instead of assisting a person in trouble, I'll personally make them eat that phone. Battery and all. ;)
Seems most people never consider the repercussions for their actions which may be due to the fact that no one ever gets punished anymore. You'd always think twice about doing hing wrong if you knew the punishment would mean an ass-whipping.
I think most American civilians have become too pussified nowadays.
