The video codec for NTSC DVDs is MPEG 2. NTSC framerate for color
video is "29.97 interlaced frames of video per second" (see Wikipedia
article on NTSC). The interlacing is done in two passes, known as
"fields", which is where your number comes in: 60 *fields* per second,
not frames.

I would suggest you also check out the article on ATSC, since that is
the "new digital format" for US television, where you can find a table
listing resolutions and refresh rates. I would presume that the codecs
used in this video format would be adequate for providing a higher
refresh rate, since they're already used in that manner.
