If there's one thing history has taught us, is that if we can, we will. Being in an experimental scientific environment myself, I can honestly say that there are a LOT of things going on behind the screens that murder all forms of ethics; and the government isn't opposed to that at all. It's not even secret or something.
My guess would be yes - they will if they can, and it's likely to come to such point. Wether it'll be publicly available to own your very own anthro; wouldn't know that.
But seen that not much over a decade ago there wasn't even internet in it's current form... things can go fàààst nowadays.
