One thing that helps to keep any group active (and lively) is a good party mixer. That's the person who puts the fun into every party when he arrives. They are like the DJs at the Texas Dance Hall Clubs. If one can be found who will take an interest in the group (and who has the time to invest in it) there will be no concerns about keeping the group going. Those guys are rare but it's well worth searching for one. IF we can get one then everything else that's good in a group will follow. I honestly have no idea where to start looking for one but somebody else in this group might have some ideas.
As another an idea, an interested artist could create a weekly on-line comic strip using his own characters but place them in Jim's Skunkworks universe. That would keep Jim's universe alive and it would keep the group alive. Jim's characters could be used in the story plots too. Get several artists together spreading the work around and no one person will over-burdened with the work load. One does story board sketches based on a collaboration with the rest. Another does the line drawings and lettering. Another does the inking. Another does the coloring. If one comic strip a week is too much for them then they can try one comic strip a month.
Jim's universe is rich in potential. It should be possible to drum up some fan artist interest in making new stories for it.
