It's your world but I love speculating out the possibilities. :) What if there was a galaxy-wide war and the populations of entire worlds were being exterminated? If you poison a world then the enemy can't use it. There would be a need to preserve the different intelligent species from extinction. A world would be used as a Noah's Ark for those species. Advanced technology would be detectable. It would bring the war right to earth. So hundreds of different intelligent species appeared on the earth at the same time and they had to start technology over again from scratch. They didn't dare use advanced technology. They probably didn't even talk about it for fear that their children might attempt to re-create it. If it was used before the war ended then everybody was toast. Their origin story from the stars would be lost over the course of thousands of years.

Option two is that the world was terraformed. Intelligent species were created and placed there to be watched as an on-going experiment to see what would happen.

Option three is that people seeking to escape the galaxy war sought out primitive, uninhabited worlds to escape the war. The current intelligent species are descended from refugees.

Option four is that the earth was once a pirate world. Arrr! :) The galaxy government collapsed. Space travel stopped between worlds. The pirates got stuck on a primitive world. They eventually lost their advanced technology because they used to steal it from other worlds when space travel was affordable. The past was forgotten but hundreds of intelligent species still remained on the earth.

Option five, the earth was a primitive planet that was used as a prison colony. The galaxy government collapsed. The current population is descended from criminals.

Option six. The gods created the earth as kind of a nature theme park with intelligent species in it. Then the gods lost interest in the park and they just abandoned it.

Evolution? Hundreds of intelligent species evolved together and their intelligence evolved at the same rate so they kept up with each other. Riiight. We're still waiting for intelligent life to evolve on OUR earth. :) It'll never happen. :)
